Spotted lanternfly poses a significant threat to the U.S. economy and environment. To stop its spread, the Maryland Department of Agriculture and other neighboring states have issued quarantines for counties where the presence of this pest has been confirmed. Businesses operating in the quarantine zone must have permits to move equipment and goods within and out of the zone.

Penn State Extension and the Maryland Department of Agriculture have developed this self-paced online course to train designated employees how to comply with the quarantine. Through short educational videos and handouts, this course will teach the designated employees what they need to know about the spotted lanternfly: its lifecycle and how to identify each life stage; what it eats; and where lays its eggs. They will also learn how to find and destroy spotted lanternflies and their egg masses, and best practices for working in the quarantine zone.
There are three sections in the course. Each section has a quiz at the end. Students will need to achieve a score greater than 70% on the quizzes in order to pass this course.
The designated employee must train fellow employees to work in the quarantine zone without inadvertently spreading these insects and endangering agriculture and commerce. Downloadable training materials in English and Spanish are available in the course; they include PowerPoint presentations and fact sheets.
Once a designated employee passes this course, he or she will receive one (1) spotted lanternfly permit. It is then the designated employee's / business's responsibility to make the needed copies of the permit for company vehicles.

This is a “train the trainer” course to teach designated employees - usually an owner, manager, or supervisor - within a company on how to comply with the quarantine regulations. The designated employee must then train fellow employees.
You will learn how to:
- understand the importance of stopping spotted lanternfly
- outline the lifecycle and habits of spotted lanternfly
- understand why there is a quarantine zone and how it works
- find and destroy spotted lanternfly
- implement best practices to follow as you work in the quarantine zone
Does your business or organization need a permit?
To prevent the spread of spotted lanternfly, many states in the mid-atlantic region issued a quarantine for counties where the presence of this pest has been confirmed. Businesses and organizations operating in the quarantine zone must have permits from their state Department of Agriculture to move vehicles, equipment and goods within and out of the zone.
A permit provides evidence that you have completed training on how to follow the rules of the quarantine order, and you agree to do all you can to ensure that you are not carrying SLF. You will receive a tag for your vehicles to show that you have the SLF permit.
Who should take the training within the business?
This is a "train the trainer" online course to train designated employees - usually an owner, manager, or supervisor - within a company on how to comply with the quarantine regulations.
Once a designated employee passes the course, they will receive from the respective state Department of Agriculture the requested number of spotted lanternfly permits for company vehicles. The designated employee must train fellow employees before granting them a permit.
There are Spotted Lanternfly permit training courses for multiple states. For which state do I need to take the course?
If your business is headquartered in a state that offers permit training, the designated person should take the course offered by that state. If located outside of an available state, the business should take the course offered by the state with which they conduct the most business.
