Okay. Certainly the callers were meant to be updated, I guess this one was overlooked. I'd like to hear from @tstarling. I'm guessing it's OK to leave this open, but feel free to close if you disagree, and we'll file a new task :)
The code at problem here was specific to global blocks which were not considered in scope of the multi blocks project. That's probably why this was missed.
We also tested GlobalBlocking thoroughly with multiblocks enabled, so I'm not sure how this went unseen until now.
Just to confirm, it did break CI in other extensions like CheckUser.
If it's not too late, I would guess fixing the callers is better. Otherwise we'd need to wait another MW version to do something about it.
Should we also revert the change in REL1_44? It will be blocking CI there too.
Revert is landed, CI should now be unbroken.

These seem resolved in wmf.28 by rEWMVcf7171130d96e1a41c5a45e635a142ba73771959 in the context of T343020. Moving to QA for final check as wmf.28 gets deployed to groups 1 and 2.
