What is the value of $wgMaxShellMemory/$wgMaxShellFileSize in your LocalSettings.php?
I can confirm it used to work correctly and I think if we can restore that it'd be better.

ContactPage defers to core for the actual email sending so this is probably a bug in core. FYI, you'll see the same error if you try to email individual user through Special:Emailuser.

It's not limited to this particular parser function and the problem did exist before its introduction.
I was under the assumption that the comment is needed since I saw it there. If it's not, then simply removing it would of course fix the issue.

A workaround that can be used for the original page is to add the comment inside the section heading and not beside it:
