Front Desk Administrative Assistant

GENERAL PURPOSE
The Front Desk Administrative Assistant is expected to greet visitors while providing a variety of routine clerical, secretarial, and administrative support to the City Administrator, Mayor, and City staff.

Works under the direct supervision of the Office Manager.

As designated.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Function as the first point of contact by greeting visitors at the front desk and answering phones. Create a welcoming environment with citizens, elected and appointed officials, employees, vendors, and the general public.
  • Receive questions and complaints. Respond courteously with accurate answers or route to appropriate departments/third parties. Assist in resolving complex or sensitive customer service issues as directed.
  • Serve as cashier and issue payment receipts.
  • Process licenses including the coordination of that process for large events.
  • Coordinate collections process for unpaid parking tickets.
  • Maintain park reservations.
  • Compose, type, and edit a variety of documents (e.g. correspondence, memoranda, reports, etc.) requiring judgment, accuracy, and completeness. Input data into standard office and department forms. Compile data for various reports.
  • Coordinate procurement of department materials and supplies.  Ensure that adequate stock is maintained.
  • Receive, stamp, and distribute incoming mail. Process outgoing mail.
  • Operate listed office machines as required.
  • Support the City Administrator on projects as assigned.
SECONDARY DUTIES AND RESPONSIBILITIES
  • Serve as the secretary to one Board/Commission with meetings held monthly in the evening; compile and type meeting agenda; send agenda to media; place copies of agenda in lobby, and post for public inspection; setup for meetings; take minutes of meetings; shut down after meeting; and transcribe minutes.
  • Assist Building Official/Zoning Administrator, Utility Billing Coordinator and Rental Housing Inspector with inspections, licensing, and various administrative and clerical tasks.
  • Operate a vehicle to run errands.
  • Apply knowledge, skills, and abilities to assist other City staff when requested and as time permits.
DESIRED MINIMUM QUALIFICATIONS    
Education and Experience  
A.     Graduation from high school or GED equivalent with specialized course work in general office practices such as typing, filing, accounting, and bookkeeping, and,
B.    Two (2) years of increasing responsibility experience, or,
C.    Any equivalent combination of related education and experience.
 
Necessary Knowledge, Skills and Abilities
A.     Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures.
B.      Ability to perform cashier duties accurately; ability to effectively meet and deal with the public; ability to communicate effectively verbally and in writing; ability to handle stressful situations in a courteous manner.
C.      Skill in operation of listed tools and equipment.

Public Works Laborer/Trainee

TYPE: Hourly
CLASSIFICATION: Non-Exempt
DEPARTMENT:  Public Works/Parks
LOCATION: Public Works Building/Parks Building
 
GENERAL PURPOSE
The Public Works Laborer/Trainee is responsible for performing basic skills and learning advanced skills relating to parks, streets, utilities, equipment, and public buildings.
 
SUPERVISION RECEIVED
Works under supervision of the Public Works Director.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
A. Parks and Pools
Mow grass, trim weeds, plant; cut and prune trees; perform minor repairs to equipment; including carpentry; painting and light bulb changing.
B. Snow Removal
Perform duties as directed, including snow blowing, snow shoveling, applying deicer. Plowing, spreading and loading trucks with deicer may also be required. 
C. Water and Sewer
Drive trucks and perform work as required in trenches for water and sewer main breaks and replacements.
D. Streets and Sidewalks
Patch holes; tear out old surfaces; complete ditch work and cleaning; cut trees and brush; prepare streets for seal coating and blacktopping; assist in forming and pouring concrete for sidewalk and wall replacement.
E. Flood Control
Repair catch basins; fill sandbags; learn flood control procedures; including assist in closing floodgates; traffic control and clean up. 
F. Vehicle and Equipment Use
Drive city vehicles; operate the loader; use a jackhammer; chainsaw and other power tools and equipment.
G. Vehicle and Equipment Maintenance and Repair
Clean and perform preventive maintenance; including changing oil; greasing and assisting with minor repairs.
H. Building Maintenance and Repair
Clean; paint; perform minor repairs; winterize buildings; help construct new structures.
I. Construction Prep Work
Site preparation including clean-up and hauling; assist in forming and pouring concrete; demolish structures; perform layout work with grader; pour footings and landscape upon completion of construction.
J. Administration
Requisition parts and supplies; fill out timesheets; fill out mileage and expense forms; keep vehicle maintenance records up to date.
K. Special Projects
As assigned by the Public Works Director.
L. Public Relations and Customer Service
Maintain a courteous and positive working relationship with the public, contractors and other public works related officials; report all complaints to the Public Works Director or the Foreman if the Director is not available.

City Engineer, Full-time

JOB SUMMARY

The City Engineer will oversee the planning, design, and implementation of city infrastructure projects and initiatives. Responsibilities include managing public works, ensuring compliance with regulations, optimizing resources, and collaborating with stakeholders to support sustainable urban growth and development.

KEY RESPONSIBILITIES

  • Develop and implement infrastructure plans, including roads, bridges, drainage systems, water supply, and wastewater systems.
  • Conduct feasibility students and analyses to guide city development projects.
  • Supervise construction and maintenance activities to ensure quality standards are met.
  • Prepare and manage budgets, schedules, and contracts for engineering projects.
  • Ensure compliance with local, state, and federal regulations and codes.
  • Collaborate with other city departments, external contractors, and community stakeholders to address city needs.
  • Provide technical advice and solutions for engineering-related challenges.
  • Monitor and manage environmental impact and sustainability initiatives.

MINIMUM QUALIFICATIONS

  • Graduation from an accredited college or university with a bachelor's degree in civil engineering or a related field.
  • Five years of experience performing municipal engineering work, ideally in urban planning or public works.
  • Licenses/certifications: Illinois Professional Engineer (PE) certification required, or ability to obtain an Illinois license within four months of employment.
  • Proficiency in engineering software and tools.
  • Strong knowledge of engineering principles, project management, and applicable regulations.

JOB DUTIES

  • Serve as a project engineer for the planning, design, and execution of public infrastructure projects.
  • Respond in a timely manner to requests from both internal and external sources.
  • Be proactive in addressing issues brought to one's attention and elevate the appropriate issues to supervisor’s attention.
  • Works with draftspersons / technicians during design to produce working drawings.
  • Prepare engineering designs and technical reports for public infrastructure projects.
  • Conduct the planning, design and preparation of project drawings, specifications and estimates for assigned projects.
  • Ensure designs adhere to local, state, and federal regulations, and safety standards.
  • Conduct technical analysis to inform project decisions.
  • Advise on feasibility of public infrastructure projects.
  • Perform preliminary engineering evaluations, including but not limited to site investigation reports, quantity take-offs and opinions of probable construction cost.

  • Explain project and program details to the City Council, City staff members and the general public; and give presentations.
  • Seek feedback and input from citizens, stakeholders and project partners.
  • Ensure clear and consistent communication regarding project goals, timelines, and deliverables.
  • Represent the department and oversee project staff/contractors and attend meetings at various sites.
  • Coordinate the work of multi-disciplinary technical staff across organizational boundaries.
  • Confer with stakeholders to establish project requirements for public infrastructure projects. 
  • Assure that the project’s program and conceptual design meet the stakeholder’s needs and are compatible with master plans.
  • Ensure all projects comply with federal, state, and local regulations, and safety standards; anticipating future legislation; enforcing adherence to requirements; and advising management on needed actions.
  • Monitor procurement of materials, equipment, and services needed for the project.
  • Ensure that projects stay within budgetary constraints without compromising quality.
  • Continuously manage multiple projects or portions of projects of any size and complexity from initiation to closeout and warranty period.
  • Responsible for control of work-in-process.
  • Coordinate and approve pricing, estimating, scoping for proposed project contracts.
  • Review and approve monthly invoices.
  • Prepare and monitor budget reports and cost control analyses to keep projects within approved budgets and on their approved schedule.

  • Track and monitor all project activities; inspect or review work under construction to make sure that all new construction and alteration work being performed by contractors complies with plans, specifications and codes.
  • Supervise the water and sewer contractor to ensure proper operation and the contract requirements are being fulfilled for the community’s public water system, sanitary sewer system, and wastewater treatment facility.
