When can you add an image?

The Wikipedia article about Alice Coachman currently contains two images: one of her holding her Olympic gold medal for the high jump event and a second of an elementary school named after her. I believe the article would be improved with an image of her actually high jumping. That image currently is available: File:Alice Coachman. 1948 urtea.jpg - Wikimedia Commons. The image shows an attribution: berria.eus, CC BY-SA 4.0 <https://creativecommons.org/licenses/by-sa/4.0>, via Wikimedia Commons. Can this image be added to the Alice Coachman Wikipedia article?

I've seen several instances of Wikipedia articles that could be enhanced, and I'd be interested in adding appropriate images from Wiki Commons to Wikipedia articles in those cases. Your thoughts would be appreciated. Thank you in advance.

Hello @Polymath Want To Be! Yes, that image is fine to add, although on some other articles that use copyrighted pictures of deceased people under "Fair use", it might not be if you want to keep the "fair use" photo, if that makes sense (see WP:NFCC, which describes some of the over complicated rules about Wikipedia's licensing and photos). In this case, the photo in the infobox gives you a clear view of her face, while the other doesn't, so including it should be ok. There's definitely a lot of great photos on Commons that go unused, and going beyond that there's plenty of free image sources on the internet with untapped potential.
