The city of Jackson, Missouri is requesting bids for constructing the Jackson Wastewater Treatment Plant improvements project. Separate sealed bids may be submitted to Angela Birk, City Clerk, City of Jackson, 101 Court St., Jackson, Missouri 63755, until Thursday, Oct. 23, 2025, at 10 a.m. local time. Received bids will be publicly opened and read at that time. This is an extension of the original closing date of Oct. 16, 2025.
The work to be performed under this contract consists of constructing a new administration and office building, rehabbing the existing screw pumps, rehabbing the clarifier mechanisms, adding a scum pumping system, installing weir in splitter box, removing and replacing aeration rotors and control system in oxidation ditches, new WAS Fine Screen, installing new membrane thickened aeration system in digesters, new MBT Permeate Pumps and Blowers in expanded digester building, WAS Screen Pump Station, new digester blowers, SCADA upgrades and new 8-inch water main.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Copies of the bidding documents may be obtained from the issuing office electronically, upon payment of a non-refundable $25 fee for each set. The date the bidding documents are transmitted by the issuing office will be considered the Bidder’s date of receipt of the bidding documents. Partial sets of bidding documents will not be available from the issuing office.
Instructions to Bidders
A pre-bid meeting will be held Thursday, Sept. 25, 2025 at 10:00 a.m. at City of Jackson, 101 Court St., Jackson, Missouri.
Bid envelopes must be sealed, addressed and designated as bids for the “Jackson Wastewater Treatment Plant Improvements Project, Attn: City Clerk." Bids will be received for a single prime contract. Bids may be withdrawn prior to the time of opening of the first bid.
Bidders shall have a minimum of 5 years’ experience routinely engaging in constructing wastewater facilities. Bids shall be on a lump sum price basis as indicated in the bid form. Bid security in the amount of 5% of the bidder’s maximum bid price must accompany each bid, as stated in the Instructions to Bidders.

Wage rates paid on construction work for this project shall be at least equal to the prevailing wage rates as determined by the U.S. Department of Labor and the Missouri Department of Labor and Industrial Relations, Division of Labor Standards. The contractor and his subcontractors will be obligated not to discriminate in employment practices. The nondiscrimination stipulations and wage rate determinations are included in the specifications.
