Bhanwar S Charan Kota: A team of ACB Kota has arrested an ASI posted at Kanawas police station red hand- ed while accepting a bribe of Rs 50,000. The accused ASI Ramratan had demanded a bribe of Rs 2.5 lakh from the complainant in lieu of imposition of FR in a fraud case and a deal was settled for 1.5 lakhs. DOWN THE MEMORY LANE… THE MAKING OF PM MODI – PART 5 S oon after Narendra Modi left Gujarat and came to Delhi over the compromise formula, he was given the charge of BJP’s national secretary . He was also made incharge of Punjab and Jammu Kashmir in addi- tion to Haryana, Chandi- garh (UT) and Himachal Pradesh. Modi once again provedhispoliticalacumen and BJP emerged as a big political force in Haryana and Chandigarh during 1996 assembly elections. His magical run contin- ued and he managed to form BJP government in Himachal Pradesh in 1998 under the leadership of Prem Kumar Dhumal. The grand victory in Kargil war brought back Vajpayee government for the third time in 1999. Modi was also becoming power- ful at national level with the party gaining strength day by day . In the same year on Republic Day , Guja- rat suffered the worst ever earthquake resulting into deaths of 10,000 people. “The situation was dreadful specially in Kutch region. The inaction of the then Gujarat’s chief minister Keshubhai Pa- tel during the relief work was questioned. The public also showed its anger by defeating BJP in the bypoll of Sabarkan- tha Lok Sabha and Sabar- mati Vidhansabha. There was unrest in the party . On 1st October 2001, Con- gress leader Madhav Rao Scindia died in a helicopter crash. Along with him a cameraman Gopal Singh Bisht also lost his life. Nar- endra Modi was attending the cremation ceremony of Bisht when his mobile phonerang.Theprimemin- ister Atal Bihari Vajpayee was on the other line. He asked Modi to meet him in the evening. And on that evening Modi received marching orders for Guja- rat to replace chief minis- ter Keshu Bhai Patel who had failed miserably in re- constructionof earthquake ridden state. For Modi, who had ensured vic- tory for several leaders over last one and half dec- ades, a win for himself was just a cakewalk. On 27th February 2002, 20 years back, rioters set afire S-6 coach of Sabar- mati Express which was coming from Ayodhya. The target was lives of karse- vaks returning from Ayod- hya. As many as 59 people lost their lives which trig- gered communal riots in various parts of the state. “Modi requested for po- licehelpfromvariousstates including Congress-ruled states. But no one came up for help. He also asked for military support. The next daymilitarycameintoforce to control the violence. It’s purely malicious publicity that Modi has fanned the violence,” said Uday Ma- hurkar, a senior journalist. It was a big challenge for Modi to maintain commu- nal harmony and peace in Gujarat amid targeted at- tacks from the opposition. “The so-called secularists from across the country ac- cused Modi for wrong do- ing and igniting commu- nal violence in the state. They did everything to de- fame Modi. But Modi ji never lost patience,” said Vijay Rupani, former chief minister of Gujarat. The opposition sharp- ened their attacks on Modi and in July 2002, Governor S S Bhandari dissolved the Gujarat Assembly on the recommendation of the state council of ministers on Friday paving the way for early election in the ri- ot-torn state. The assembly was dissolved nine months ahead of its term. Despite clean water and air being the main- stay of life, major politi- cal parties, except for the Samajwadi Party, Congress and the Rash- triya Lok Dal, have not included the issue of en- vironmental protection prominently in their election manifestos. Even for the parties that mentioned it, the concern for environ- ment remains on paper as everyone is busy talk- ing about Jinnah, Paki- stan, vote bank politics and‘pariwarvad’tosway voters to their sides. Samajwadi Party president Akhilesh Ya- dav has a degree in en- vironmental engineer- ing from Australia but his party manifesto just has a reference about climate issue sans any major announcement to deal with the problem. Even the Congress has touched on some as- pects of climate change in its manifesto, but has not spoken of any con- crete initiative. The issue hasn’t got much importance in BJP poll manifesto. The saffron party has mentioned cleaning of the river Ganga but has not mentioned any- thing about countering climate change. According to a report by climate think tank ‘Climate Trends’, the Indus-Gangetic plains are the most polluted areas in the country in terms of air. At the heart of this vast land- mass, 99.4 per cent of the population of Uttar Pradesh lives in areas where air pollution lev- els exceed safe limits. Sharat K Verma New Delhi: Postal bal- lot is never considered very important in elec- toral politics. Rarely would this have even af- fected the results. But suddenly the impor- tance of postal ballot is increasing. Anti-BJP parties contesting the elections are worried over postal ballots as they are casting unveri- fied doubts on the Elec- tion Commission as well as the administra- tion. That is because they feel that BJP or a ruling party can influ- ence the results with the help of postal ballot, by taking advantage of the system. Keep in mind that earlier, the right to vote by postal ballot was only for the army per- sonnel-officers and the employees conducting elections. BJP eyes the beneficiary and the backward Govt cancels `19K-cr tender for connecting villages in 16 States New Delhi (PTI): State-owned Bharat Broadband Nigam Ltd has cancelled a Rs 19,000-crore tender that was floated for connect- ing villages across 16 states with an optical fibre-based high-speed broadband network, following the lack of participation of eligi- ble bidders. The project was ap- proved in June last year to roll out an optical fi- bre network under BharatNet in 16 states in a public-private part- nership (PPP) model with a total expense of Rs 29,430 crore. The Centre had ap- proved a viability gap fund of Rs 19,041 crore for the project that aimed to connect 3.61 lakh villages across 16 states. The project was di- vided into nine pack- ages, and tenders for each of the packages were floated separately . For each of the nine tenders, BBNL on Feb- ruary 8 said the tender of the corresponding package “with all its corrigenda is hereby cancelled on account of non-participation by any bidder”. HMT develops local machine for Rly axle grinding DAUNTING TASK Promoted by Jaipur (PTI): Faced with a declining num- ber of camels in Ra- jasthan, the state gov- ernment has an- nounced a ‘Camel Pro- tection and Develop- ment Policy’ in its budget 2022-23. Camel is the state animal of Ra- jasthan and their num- ber is continuously de- creasing. Considering demand, CM Ashok Ge- hlot proposed a budget of Rs 10 crore in the next financial year un- der the new policy for rearing, protection, and overall development of the state animal. Ac- cording to figures, there are now less than two lakh camels left in the state, while the number of camels in the entire country has reduced by 1.5 lakh since 2012. New Delhi (PTI): The Supreme Court has di- rected a trial court in Rajasthan to restore criminal proceedings in a cheque bounce case, noting that the cheque was returned with the account fro- zen remark. A bench headed by Chief Justice N V Ra- mana passed the order on an appeal filed by a man against the Ra- jasthan High Court or- der which quashed the proceedings in the case. The top court re- fused the submission that no case was made under Section 138 of the Negotiable Instru- ments Act against the accused as the bank managers have specifi- cally deposed that no such bank account was opened and main- tained in their bank. It is surprising that on the one hand, the bank managers have specifically deposed that no such bank ac- count was opened and maintained in their bank while on the oth- er hand the cheque drawn by the respond- ent in favour of the ap- pellant, was returned with the remark ac- count frozen in respect of the same cheque, the bench said.The bench, also compris- ing Justices AS Bopan- na and Hima Kohli, said the bank account has been mentioned on the cheque and the en- dorsement to the effect account frozen will presuppose that an account ex- isted.This is a m a t t e r which is to be taken into con- s i d e r a - tion .
