Medical Device for
Depression, Anxiety &
Insomnia for Global
Health Initiatives
The Fisher Wallace Stimulator is
a portable and non-invasive
medical device which uses a mild
form of AC current to stimulate
key neurotransmitters, such as
beta-endorphin, dopamine and
serotonin, and also lowers the
stress hormone cortisol. The
device has been FDA cleared for
these indications since 1991 and
is also fully approved as an over
the counter device in Europe with a CE/ISO mark. It was also recently approved in Mexico, Brazil and
Thailand.
The device uses two AA batteries and sponge applicators which attach to wires and a base unit. It is
worn once or twice a day for twenty minutes, and the device even with a small number of sessions will

show results in symptom improvement. They are currently being used in Sudan refugee camps to treat
victims of rape and torture, and may clearly be used to treat much milder cases.
They recently released a video of a retired US Marine Corporal whose suicide was diverted by using
our device. His story is a moving one and there are many others as well. (Video:

of formal training to operate it. There are no serious side effects and few replaceables. Only sponges
and batteries.
By 2020 the WHO has determined that depression will be the number one health issue worldwide,

The Global Education Monitoring Report (the GEM Report,
formerly known as the Education for All Global Monitoring
Report) is an editorially independent, authoritative and evidence-
based annual report published by UNESCO. Its mandate, drawn
from the Education 2030 Framework for Action, is to monitor
progress towards the education targets in the new Sustainable
Development Goals (SDGs) framework. The substance of the
GEM Report is developed and its quality assured by an
experienced team under the leadership of the GEM Report

2017 Summer Peace Fellowship, Advocacy Project
The Advocacy Project (AP) is recruiting graduate
students to serve with AP’s partner organizations for
ten weeks this summer, beginning on June 1. All
fellows will receive a $1,000 stipend plus $250 for
travel/translation where appropriate. The deadline

Our fellowship program is the only one that matches
the skills of graduate students with the needs of human rights advocates. AP has deployed 285 Peace
Fellows from 66 university programs since 2003.

For a democracy to survive and flourish in country like Liberia, a critical mass of its citizens must
possess the skills, embody the values, and manifest the
behaviors that accord with democracy. They must know
enough about the basic features of a democratic political
system to be able to access it when their interests are at
stake, and they must believe in the importance of certain
key democratic values, such as tolerance for divergent
viewpoints and support for the rule of law. Through the

Training Course on climate change adaptation in a changing environment
April 17 - April 21
Climate change impacts will affect social and
ecological systems in complex and broad-
ranging ways as technological, economic, social
and ecological changes take place across
regions, groups and sectors. Many of these
impacts, such as impacts on ecological systems,
have cascading effects on social, economic and
health outcomes. In order to respond to
climate change, more vigorous actions are
required to mitigate emissions of greenhouse
gases (GHGs) and to adapt to unavoidable
consequences that are increasing vulnerability
around the world.
This training places local sustainability, its development challenges and local vulnerabilities in the
context of climate changes at regional and global levels in order to understand their linkages. It is well
recognized that a response strategy to climate change is an additional and new area of sustainable
community development, that in addition to many other local priorities like reducing poverty,
improving sanitation and safe access to fresh water, health issues and diminishing ecological resiliency.

“Change the World”
It always struck me that saying that sounded a lot like grandiose hubris, or at best, a dauntingly
overwhelming task. The utter impossibility of it seemed certain until I realized that it can mean
helping one person at a time. That is a theme you’ll see throughout this book and our websites
and our work. I have added some of my LinkedIn Influencer blogs/essays that I hope may be
inspirational, also. The format of this book is inspired by Brian Eno’s A Year with Swollen
Appendices, not so much the diary aspect but rather the overwhelmingly large collection of
information in the various appendices.
Open-Sourced Humanitarian Interventionism
It’s long been my goal to make life easier for those working in humanitarian and volunteer
endeavors, as well as those in need of help. Indeed, in one way or another, we all need help in
one form or another. So, just about everything you find herein and on the Center’s website, is
free of charge, and a lot you could also find for yourself. What I’ve tried to do is speed up the
search, vet what has been found, and then curate the results, making them as readily and easily
available as I know how to. This is my dream of open-sourcing humanitarian work.
Current Content, For Pretty Close To Forever
The reason for this “reverse engineering” is twofold. First, the amount of content and links on
the Center’s website may not always be apparent to the novel user. This book allows for near
complete exposure to the functional tools and content that await the online user. Second, this
book will never be out-of-date, in that when new content becomes available via uploads to the
DropBox account, you’ll be able to read that as well. All you have to do is email me and ask to be
linked. I curate the content constantly. You can also request being added to our mailing list via
my email address as well if you’d like to be kept up-to-date on events and other relevant content.

Zika’s Next Frontier
Even as the medical consequences of the Zika infection in newborns continue to unfold, the
longer-term complications remain largely unknown for these infants and for those children who
were exposed to Zika, yet were asymptomatic at birth.
The “next frontier” of Zika research must expand to address the associated clinical effects beyond
microcephaly, including infants with exaggerated primitive reflexes, epilepsy,
neurodevelopmental delay, gastrointestinal motility problems, and respiratory complications,
such as pneumonia, concluded experts convened at a September 2016 workshop by the Eunice
Kennedy Shriver National Institute of Child Health and Human Development.
In outlining a future research agenda, the participants asserted that rigorous research is key to
increasing the understanding of the neuropathogenesis of Zika and the full spectrum of future
clinical effects to prevent and treat this devastating disease

Vaccines
Polio Fears in Yemen
Fears that polio could reappear in conflict-torn Yemen prompted a new drive to vaccinate more
than 5 million children under age 5.
Around 40,000 health workers, supported by the WHO, will mobilize to immunize more than 5
million children under five across the country. Although Yemen was declared polio-free in 2009,
it’s considered at risk of falling back, as the war has devastated the country’s health systems.
Sona Bari, WHO's polio eradication spokesperson, said "We have been very lucky that polio
hasn't shown up in Yemen, but it is a virus that travels very easily and is very good at finding
unprotected children," noting that Syria and Iraq faced outbreaks in recent years.

China Debuts Maximum-Security Biolab
Chinese microbiologists cheered plans for the mainland’s first maximum-security biosafety level-
4 (BSL-4)lab, set to open in Wuhan—the first of 7 planned for the country by 2025.
Outside of China, though, some scientists fret that the pathogens won’t be contained, noting
that the SARS virus escaped from high-level containment facilities in Beijing multiple times and
underscoring the importance of an open culture.
Tim Trevan, founder of CHROME Biosafety and Biosecurity Consulting, questioned whether
China’s hierarchical society could pull it off. “Diversity of viewpoint, flat structures where
everyone feels free to speak up and openness of information are important,” he says. But George
Gao, director of the Chinese Academy of Sciences Key Laboratory of Pathogenic Microbiology
and Immunology in Beijing, emphasized that “transparency is the basis of the lab.”

Ripple Effect
State policies allowing same-sex marriage in the US are associated with a 7% reduction in
adolescent suicide attempts, according to a new JAMA study by researchers from Johns Hopkins
Bloomberg School of Public Health and Harvard universities and Boston Children’s Hospital.
Suicide is the 2nd leading cause of death for US 15- to 24-year-olds, and rates are especially high
for sexual minorities. The researchers used data from the Youth Risk Behavior Surveillance
System, a nationwide survey of high school students, to compare suicide attempts before and
after states passed same-sex marriage laws between 1999 and 2015. The drop in attempts was
concentrated among sexual minority teens. Today, same-sex marriage is legal throughout the US.

Unprotected
AIDS is the 2nd most common cause of death, after abortions, among female sex workers in
Cambodia and the No. 1 killer of their children, according to a study from Global Health
Promise, an organization that studies sex trafficking around the world.
The researchers interviewed 271 Cambodian sex workers, all women over 18, asking about the
deaths of other sex workers and their children.
“This population works in bars, beer gardens and karaoke parlors, and is extremely poor,” said

Brian Willis, the organization’s director. “If you have a hungry child at home, you can’t choose
not to have unprotected sex.”

Know Your Status
When the FDA licensed the first HIV blood test in 1985, it was an enormous victory for health
advocates, making the test one of our 100 Objects That Shaped Public Health.
Over the past 35 years, nearly 35 million people have died of HIV and 70 million have been
infected. Since the approval of the first blood test, treatments have improved and home HIV
tests are making it easier for people to know their status and seek treatment.

Doctor’s Hours
American medical residents are expected to work shifts lasting up to 28 hours and as many as 80
hours a week. These outrageous demands put “both caregivers and patients at risk,” writes lawyer
Ryan Park in The Atlantic.
Park, in part, blames the “match” system that places residents at hospitals for driving their
salaries down and their hours up. And he says new rules established over the past 15 years or so
have had a limited effect on residents’ working lives.
Meanwhile, a recent poll, he writes, found most Americans would request a new doctor if they
knew their physician had been on the job for nearly 24 hours.

A Test for High-Risk Kids
A simple TB screening test commonly used on adults could predict whether children infected
with TB bacteria are likely to become sick, according to a new study published in The Lancet
Respiratory Medicine.
Researchers from Stanford and 5 other institutions said that the QuantiFERON-TB assay could
be particularly useful in countries like South Africa, considered high-risk for TB yet lacking
adequate screening tests for children.
Lead author Jason Andrews, an assistant professor of medicine at Stanford Medicine, said he
hopes the study will prompt changes in WHO guidelines, which currently don’t recommend use
of the test in children.

Africa’s Access Question
Half of women and girls in sub-Saharan Africa are not receiving the most essential reproductive
and maternal health interventions, according to a new report based on a study of 29 countries
from ISGlobal and the World Bank.
The report finds strikingly uneven access to care across and within the countries. Maternity care,
delivery attended by skilled personnel and school attendance have the most unequal access.
The report authors note that universal health coverage strategies offer the best mechanism for
reaching “every woman, everywhere” with essential health care.
Women in sub-Saharan Africa account for 2/3rds (201,000 deaths in 2015) of total maternal
deaths globally.

Admiral Ziemer reflects on his tenure as U.S. Global Malaria Coordinator. He expressed
gratitude for the strong support that PMI has enjoyed from two Administrations and
Congress, and he recognized the important role that PMI’s partners have played in PMI’s
success. Furthermore, he conveyed the need for ongoing support to move us closer to a malaria-
free world.
Release of the World Malaria Report 2016
The World Health Organization’s (WHO) World Malaria Report 2016 reveals that children and
pregnant women in sub-Saharan Africa have greater access to effective malaria control, but in
many countries in the region, substantial gaps in program coverage remain. Funding shortfalls
and fragile health systems are undermining overall progress, jeopardizing the attainment of
global targets.
Partners in the Greater Mekong Subregion Mobilize around Malaria Elimination Goal
According to a recent report from WHO, there has been a major decline in cases and deaths
across the Greater Mekong Subregion over the last 3 years, but the spread of antimalarial drug
resistance threatens to undermine these gains. Thus, the way forward entails eliminating malaria
altogether from the subregion

Going the Extra Mile to Support Tanzania’s Rural Health Facilities
Tanzania’s predominantly rural population depends on remote facilities to provide for their
basic health needs. Recognizing the importance of regular support at such locations, the PMI-
funded MalariaCare project and the National Malaria Control Program help supervisors carry
out outreach training and supportive supervision at the hardest to reach facilities. This allows

local healthcare workers and their district supervisors to work face to face to improve the quality
of malaria case management.
Community Takes Ownership of IRS
In Senegal, the President’s Malaria Initiative Africa Indoor Residual Spraying (PMI AIRS)
Project, with the National Malaria Control Program (NMCP), piloted a community-based indoor
residual spraying (IRS) effort in Malem Hoddar District to reduce costs, such as vehicle rental,
material storage, and personnel. This approach also aims to reduce the duration of the IRS
campaign while ensuring community ownership.
