It may be "the rule", but it is still a bug. We are engineers. We should be fixing bugs.

I believe that Linus genuinely cares that the process works and that maintainers are working effectively. That is the only thing that he is interested in talking about at the kernel summit. So if you have any sort of evidence at all, please present it to him. Focus on the process, not the people, and ask him what you should do to get your patches merged.
Be prepared to be patient, and be prepared to do some extra work yourself - presumably the end-goal is worth it.
