Routing around problem maintainers

I just want to emphasize this part of Neil Brown's comments.

If maintainers are a bottleneck, they can be routed around.

Being a bottleneck can be as simple as not having enough time to look at code, it doesn't even require someone to be abusive of their power
or responsibility.

I do this all of the time, and I have people do it to me all of the time.

Especially for things like making a big cross subsystem change it is just easier to stand-up and run your own tree, and just
let people who might be affected know that you are doing something, rather than ask for permission.
