No, GitHub cannot force another user to change their username or delete their account to free up a name for you. Username mannerdoor23 is permanently taken by the account that registered it first. That user has exclusive rights to it unless they choose to change it or GitHub administratively removes that account for violating terms of service (which is very rare and unlikely for an inactive account). |

GitHub’s explicit policy is that usernames are never recycled or released, even after an account is deleted. This is a security and impersonation prevention measure. |
