baresip initiation dial to video panel.
baresip -> asterisk -> video_panel (AKUVOX C313).. panel is work only h264
when video panel is answer, forexample app linphone send SPS and PPS, at once
but baresip dont did it, for this reason video in video panel not see after answer approximatly first 25 sec
