Notes need to load completely, even if there are hundreds or thousands.

Step-by-step reproduction instructions

1. Create a post with multiple blocks
2. Add 30 notes per block on three blocks (90 total) using https://github.com/t-hamano/notes-data-generator
3. Save post and reload
4. Try adding another 30 notes

Result: the previous notes disappear, only Page two of the REST API request is used, the results from page 1 are discarded
