Description
I noticed in the navigation and adding pages to a submenu that it goes below the Content block making it not possible to add another submenu item.
Step-by-step reproduction instructions
- Create a navigation
- Add multiple submenu items.
- Resize the browser window until you see the + to add another submenu item become hidden by the Content block.

The screenshot shows that the + sign at the bottom of the submenu is hidden below the content block. If it is not hidden make the browser window smaller until it becomes hidden.
The active submenu should show its content above the Content block and not below.
