Not really same formula although both stories have many similarities (high school girls in cute uniforms, all-girls high school, girls wielding melee weapons, lesbian subtext). But if you look at a couple of main heroines from one of the anime, they remind you of a couple of main heroines from the other anime.
But unlike Battle Girls High School, Shoujo☆Kageki Revue Starlight is not about girls fighting evil creatures or evil corporate and the girls don't have supernatural powers like magic or something.
