Part of #5545
One piece of feedback on the reveal highlight styling was that if the workspace was zoomed out, so was the size of the highlight border - making it hard to see
This fixes it by roughly scaling the highlight border based on scale factor.
This is done via css, rather than precise calculation. No scaling is done if zooming in - only when zooming out. There are two predefined steps of zoom where the stroke size increases.
