Fixes to pythonPath deprecation prompt #11648

This is happening on the release candidate for the May 2020 release, when I'm in the DeprecatePythonPath experiment group.

• Show the prompt again once users click on "More Info" (so that we have a chance to make a choice once we learned more about the issue)
