This adds a serializer to generate the JSON-LD representation proposed in https://github.com/mastodon/featured_collections/
This is not the final version as a new context will be needed, but that depends on the FEP advancing, but should do for now.
Note that the ID/URI of a featured collection cannot be resolved quite yet. I will add that in a separate PR.
