Expected behaviour

If I add blurb.example.com to my /etc/hosts, I expect mastodon to use that for DNS resolution.

Actual behaviour

After #9329, it seems to ignore /etc/hosts.

Steps to reproduce the problem

• Add a host to /etc/hosts, pointing to any ip.
• Try to resolv the host as in being done in the request class, to see it not being resolved as expected.
