You can hide empty queries by adding journals custom-query not has.ls-block display none to your custom.css. For the layout, target journals .custom-query with display: inline-block and a set width inside a media query so they sit side-by-side on desktop but stack on mobile. This creates a responsive dashboard effect that automatically hides sections with no active tasks.
