The FEI portion of the deployment.
Includes a constant oracle which reports 0 for protocol-owned FEI and 1 for USD.
Adds a StaticPCVDepositWrapper to report on the ~4M PCV from INDEX and 8.5M Protocol owned FEI in Kashi.
