Motivation and Context

Description

This PR update stack:

  • Update deps
  • Add vitest, remove chai+mocha, convert test case
  • Add browsers test
  • Update node min version to 20
  • Eslint 9 flat config

How has this been tested?

  • npm run test
  • CI work
  • eslint work
