Download the TTS_MS_EN-GB_HAZEL_11.0 and make sure it is present under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Speech\Voices\Tokens\TTS_MS_EN-GB_HAZEL_11.0.
