After spending a workday troubleshooting a missing engine CSS file due to our 3.x->4.0.2 update, I finally found the answer in this issue comment. There seem to be a lot of people encountering similar issues, so in this PR I'm trying to pull the information from that comment up to somewhere they can find it.
