Oliver 是以“合唱团少年”為概念构想的 VOCALOID，真身配音员是十三岁的英国少年(不公开配音员姓名)，有著男孩特有的轻柔嗓音以及英国口音。
Oliver 的角色形象来自十八、十九世纪贵族少年服与如今少年合唱团制服。并承继 PowerFX 过去发表 VOCALOID 皆有“科学怪人”的属性，Oliver 的左眼与双脚包上了绷带。
而伴随 Oliver 身旁的美国金翅雀名為‘James’，主要是為了让角色设计看起来更有平衡感， Oliver 发售消息未全面公开之前，James 已经常出现动画预告裡头。
欧美国家的 fans 认為 Oliver 颇像英国作家狄更斯的经典小说‘孤雏泪’主角，日本的 VOCALOID fans 则发出“包帯萌え”的讚誉。
Oliver 表示眼睛的伤是被某隻猫抓伤…

    He's my favorite vocaloid character, and has a super cute voice, usually showing up in gothic-styled songs, manifesting the aesthetics of rational absurdity.
